PALMYRA — The Citizens’ Water Committee recommended three plans, in priority order, to the Fluvanna Board of Supervisors Wednesday night.
The top recommendations was an Aqua Virginia plan where Louisa and Fluvanna split debt service per year based on usage. The second plan was a raw water line where Louisa and Fluvanna split debt service per year based on usage. The last recommendation was an Aqua Virginia plan that only served the needs of Fluvanna. All three brought water to the Zion Crossroads community planning area.
The highest recommendation with Aqua Virginia involved won’t work, according to chairman Gene Ott, Rivanna District. He said Louisa officials have said in the past and repeatedly, they do not want any part of a plan with Aqua Virginia.
The cheapest of the three plans is a free enterprise system where raw water would be taken from the James River, through the county via the ETCI water line and route 600 to route 250 and finally east to Zion Crossroads. The plan is estimated to increase the property tax rate by $0.009 per $100.
The split with Louisa using Aqua Virginia would still bring water from the James River but would be treated at Aqua Virginia’s water treatment facility near Lake Monticello before distribution to Zion Crossroads. The plan would add $0.014 per $100 to the property tax rate.
An Aqua Virginia plan that would only serve Fluvanna’s need would draw water from the Rivanna River because Aqua Virginia’s current permit would not need to be increased. The constructions cost is the lowest but Fluvanna would completely pay for it. It would ad $0.018 per $100 to the property tax rate.
The committee was established in March for citizens to fully analyze a water pipeline for Fluvanna. The committee is made up of seven citizens who represented various county groups, a Planning Commissioner, a Supervisor, and three county officials. There were no citizens at large on the committee.
With the recommendation to the Board of Supervisors, the Citizens’ Water Committee has completed it’s charter and is disolved. The Board of Supervisors will discuss the recommendations at length at a supervisor retreat on Saturday in the old Board of Supervisors room in the county administration building.
